People talk about decentralisation as if it starts in big institutions; but I’m not convinced. Does real change begin with artists, communities, or the places themselves?

Perhaps decentralisation is the wrong word. We want places at the edge to be at the centre and to celebrate the creativity that is there, but also to ensure that people in coastal communities have opportunities. Spreading the funding would help!
